Major changes to the Swedish unemployment insurance are underway – and the employer certificate won’t be left untouched. A simpler process has been promised (long overdue, according to many), but it’s not fully in place yet. Here’s what’s happening.
Let's start with a brief recap: what's going on with unemployment insurance, and how does it relate to the employer's certificate?
Well, in a nutshell: in future, it's what you've earned in the last 12 months (not how many hours you've worked) that determines how much benefit you get as a jobseeker. The new unemployment insurance rules will apply from October 1.
The aim? To reduce processing times, cut red tape for employers and jobseekers alike, and tackle fraud and errors.
The employer certificate will be simplified - but not quite yet
Today, a detailed employer's certificate is required, including information on hours worked - which makes the process both time-consuming and complicated. In the new system, unemployment benefits will instead be based entirely on income, information that is already reported to the Swedish Tax Agency every month via the employer's individual-level declaration (AGI).
This means that information on both time worked and income will eventually be phased out from the employer's certificate.
Parallel procedures during the transition period
During a transitional period, both the old and new unemployment insurance rules apply in parallel. This means that the unemployment insurance funds still need information on both time worked and income in cases where the benefit period has begun before October 1, 2025 - and as long as benefit days remain in that period.
For you as an employer, this means in practice that for the time being you should submit the employer's certificate as usual, but that you can eventually look forward to a much simpler procedure. Keep ut with the latest changes at arbetsgivarintyg.nu.
